PROCUREMENT COORDINATOR

Job description

Overall purpose:

To facilitate the procurement activities and to contribute to the consolidation and enhancement of quality in procurement and financial procedures in accordance with the regulatory frameworks and service requirements.

Functions and duties:

Reporting to the Head of Unit Resources and under the supervision of the Finance and Budget Officer, the tasks of the successful candidate will include:

• Follow-up of procurement procedures starting from the identification of needs step until the signature of contracts and in accordance to the Vademecum of Public procurement and the applicable EU budgetary financial and contractual rules;
• Preparation of publications;
• Contribute to the planning and reporting on procurement needs;
• Monitor procurement activities, and provide actual advice on procedures;
• Answer to requests from tenderers;
• Foster the development of tools and procedures in procurement and the competence of the team;
• Contribute to the drafting of contracts in view of general financial and administrative terms.

Qualifications and experience required

A. Eligibility criteria

• A level of post-secondary education of at least three years attested by a diploma;
• 3 years of relevant experience acquired after the diploma;
• Thorough knowledge of English and good knowledge of at least another official language of the European Union.

B. Selection criteria

Essential:

• Knowledge of European regulations and rules in procurement and finance;
• Training or experience in the areas of procurement, public administration, accounts or finance;
• Experience as financial/procurement assistant in an international organisation;
• Excellent organisational skills and ability to prioritize;
• Ability to work independently and to take initiative;
• Service oriented, flexible and with ability to work effectively within a multicultural team;
• Excellent communication skills and ability to communicate with people on all levels;
• High level of tact and discretion, honesty and integrity;
• Proficiency in Office software.

Advantageous:

• Knowledge of Sincom2/ABAC and Business Objects;
• Experience in controlling of the legality and regularity of financial transactions;
• Work experience in an EU institution or agency;
• Knowledge of Spanish;
• Knowledge on European integration, the institutions and the Agency.
