COORDINATOR FOR CONTROL OF IUU OPERATIONS

Job description
Overall purpose:
Contribute to the working plan of Unit C in the operations directed
to the control of fishing activities in the area of combating
IUU fishing (illegal, unreported and unregulated fishing) with
a view to ensure uniform and effective implementation of the Community
legislation in this specific area, in particular under Council
Regulation 1005/2008.
Functions and duties:
Under the responsibility of the Head of Unit C – Operational
Coordination and under the supervision of the Desk Manager of
IUU the jobholder will be responsible to:
• Monitor and coordinate the uniform and effective implementation
of Community legislation in the area of combating IUU fishing
and in particular under Council Regulation 1005/2008;
• Contribute to the developing methodologies for planning
and coordination of control and inspection activities by the Member
States;
• Support risk management processes;
• Examine and report on compliancy of specific activities
with the applicable provisions;
• Perform audits in Third countries, if so requested by
the European Commission, to verify and assess the effective implementation
of the cooperation arrangements under article 20(4) of 1005/2008.
The jobholder will work in the premises of the Agency in Vigo,
Spain. The duties are being performed in a multinational environment,
under the Staff regulations and other frameworks of the Community
legislation. The job may include missions abroad. The main working
language of the Agency is English.
Qualifications and experience required
A. Eligibility criteria
• A level of education which corresponds to successful
completion of advanced level of secondary education and at least
12 years of professional experience after that diploma;
• Thorough knowledge of English and good knowledge of at
least another official language of the European Union;
• Have a minimum of 8 years of professional experience
as manager in the fisheries sector or/and as official or agent
of a public administration with duties in inspection/control,
and/or operational assistance with foreign enforcement agencies
and authorities/ or in customs/imports.
B. Selection criteria
Essential:
• Good knowledge of the legislation on fisheries, in particular
in the control of compliance,
• Knowledge of the Community Fisheries Policy and the legislation
in this field,
• Knowledge of trade and customs legislation,
• Excellent analytical and organisational skills and the
ability to prioritize,
• Excellent communication skills.
Advantageous:
• Good sense of initiative and responsibility,
• Ability to work independently and to take initiative,
• Ability to draft clear and concise reports,
• Advanced skills in software applications including management
of databases,
• Knowledge on European integration, the institutions and
the Agency.
