ADMINISTRATOR IN FISHERIES MONITORING AND CONTROL SYSTEMS

Job description
Overall purpose:
The development and management of projects which involve information
and communication systems in the area of Monitoring, Control and
Surveillance of Fisheries Control.
To facilitate the exchange of information and data between the
Agency, the European Commission and the Member States with a view
to ensure joint operational activities.
To contribute to the collection, management and dissemination
of data relevant to the control of fisheries, with high level
of quality standards.
Functions and duties:
Under the responsibility of the Head of Unit B – Capacity
Building - the successful candidate will:
• Collaborate in the definition, design, implementation
and maintenance of CFCA information and communications systems
required for the coordination of fisheries control operations;
• Liaise with stakeholders at Community level and in the
Member states, as well as in international organisations competent
in the field;
• Prepare reports and documentation;
• Design and conduct training courses related to the use
of the tools implemented for the CFCA Fisheries Data Centre;
• Contribute to the development and implementation of
harmonised operational tools, methods, and standards for ensuring
the production of quality and timeliness of data;
• Coordinate the Operational Help Desk regarding the provision
of data and analysis as required.
Qualifications and experience required
A. Eligibility criteria
• University degree relating to the field covered by the
duties concerned;
• Minimum of three years of professional experience in a
domain/specialisation relevant to the duties concerned;
• Very good command of English with a satisfactory knowledge
of at least one other official language of the European Union;
B. Selection criteria
Essential:
• Sound experience in development, administration and maintenance
of large-scale information systems, including acquisition of data
from different data providers;
• Professional skills and experience in the coordination
of projects for software development (leadership, planning, monitoring,
reporting);
• Relevant experience in data analysis and reporting
• Appropriate writing skills to prepare different types
of documentation: user requirements, technical report, project
reports, software documentation, training material;
• Interpersonal skills necessary to supervise technical
staff and liaise with users and other external stakeholders.
Advantageous:
• Knowledge of legislation and standards applicable for
data exchange in the field of the Community Fisheries Policy and
Regional Fisheries Organisations;
• Education degree in project management;
• Experience in facilitation techniques;
• Experience in ORACLE Relational Database Management System;
• Experience in Geographic Information Systems (GIS);
• Experience in the analysis of fisheries data for fisheries
management or scientific purposes;
• Working experience at international level
• Knowledge on European integration, the institutions and
the Agency.
