DATA BASE ADMINISTRATOR

Job description
Overall purpose:
The administration, maintenance and enhancement of information
and communication systems of the Unit B "Capacity Building"
in the area of Monitoring, Control and Surveillance of fishing
activities.
Functions and duties:
Under the responsibility of the Head of Unit B / Data and Networks
sector - the successful candidate will be responsible for:
• Administration and maintenance of information systems
and operational data bases of the sector;
• Implementation and maintenance of operational data communication
infrastructure and web services, monitoring the good service of
communications networks;
• Development and implementation of computer-based reports
and applications for the management and analysis of data used
for the planning and coordination of fisheries control operations;
• Contribute to the coordination of the Data Help Desk for
users of the Agency, the European Commission, the Member States
and other organisations;
• Liaison and Coordination with the Agency's ICT sector
with the CFCA IT service in regards to basic IT and communication
requirements.
Qualifications and experience required
A. Eligibility criteria
• A level of post secondary education of at least three
years attested by a diploma in Computer Science or a related discipline;
• Minimum of six years of professional experience in a domain/specialisation
relevant to the duties concerned;
• Very good command of English with a satisfactory knowledge
of at least one other official language of the European Union;
• Ability to work in a multicultural and multilingual environment.
B. Selection criteria
Essential:
• Good knowledge and experience in ORACLE Database Management
System including data modelling, SQL language, reporting, optimization
and maintenance tools;
• Good knowledge and experience in programming web oriented
applications (JAVA, XML);
• Experience in data analysis and statistics.
Advantageous:
• Experience in Geographic Information Systems (GIS) software;
• Experience in works related to the maritime or fisheries
activities;
• Knowledge in the development and maintenance of Vessel
Monitoring Systems;
• Knowledge of the Community Fisheries Policy and the legislation
applicable for data exchange in that field;
• Knowledge on European integration, the institutions and
the Agency.
